Waterproof !! They are exterior grade heated heating blankets. They are made to daisy chain together if you have more than 1. US Government item. very hard to find this kind of product, . Could be used to keep pets warm outside, keep pipes from freezing  or under a floor, or to keep outside equipment from freezing. Pretty cool and a great price.  They have no thermostat or anything like that, they DO NOT HEAT UP VERY HOT, JUST ENOUGH TO PREVENT FREEZING. They were originally made for pipe line, but I use to keep equipment from freezing.
Heating element cable is looped through standard 120V 15 A plugs at each end so they can be daisy chained together
FEDEX and UPS both charge to ship pretty much anywhere... they are heavy about 25lbs. No mark up on the high ship price. Sorry about that.
